Open Your product page and go to the Design > Site Styles and find PRODUCTS: LAYOUT > Nav Display.
It's possible only on 7.0 version

Seems like option not available on 7.1, discussion on reason here

Your template doesn't support this. 

You only have to do it manually for each product.
Insert Text Block >> Add Previous/Next links >> Then we'll send the code to move it to the position where previous/next would normally appear.
