Padding across site - pages are bouncy on mobile, and blue screen trough under footer

Pages are bouncy on mobile, there's a blue trough at the bottom and some pages seem to come 'unglued' when navigating on mobile, and pull side to side. Also, where does that blue background live, and can I change it? Thanks for the help!

Hi! No, not solved, it's still bouncy/stretchy on mobile. The blue bands on the two screen caps are not intentional. They're negative space or padding or ? They appear when you drag on mobile, mostly on up, and also when you push a page L/R.
