Taxes are not combining at checkout

HELP! I have added the Country taxe (Canada) AND the province taxe (Quebec) on my website and on the Canadian (GST) is showing at checkout. I cannot publish my website until this is fixed 😞 I have tried checking and unchecking ALL the options. 
Can someone let me know of they have an idea about this issue?
