How do I optimize header images so that the width and height fits on any screen size?

I 've checked and found that the image is already fit to the header. Can you explain more detail about your issue?

So I am currently working on a 14inch laptop and the header image fills the screen properly, but on larger computer screens, it doesn't optimize properly. I have attached two images. The one with no navy blue underneath is how it appears on my laptop. The image with the navy underneath is how it shows on bigger screens.
