Download button for PDF not working

I have created a download button on my "About + Resume" page, and I have uploaded a pdf to be downloaded when clicked. However, when the button in clicked, nothing is downloaded. It just looks like the page reloads.

How do I make it so the PDF I uploaded is downloaded when this button is clicked?
