Adding tooltip or other custom rollover effects to SoundCloud or embed block

My client is an audio engineer who would like examples of his work embedded directly from SoundCloud, with a hover or rollover effect for each block that would display the appropriate credits in text ("Mixed and mastered by me", "Recorded by me" etc).  Is it possible to use code to create an opacity+text effect on an Embed or SoundCloud block similar to what is already available for image captions?  Or even just a simple tooltip?

I have tried playing around with the HTML provided when you embed an audio track directly from SoundCloud using the embed block, but have not had luck yet.

This is an example the client sent me, which I realize is built on WP so probably has completely different functionality: http://www.magnuslindberg.com/

Normally we can use Soundcloud API to fetch track metadata but Soundcloud did not accept new API Token application sadly. So I guess you should take advantage of embed block and bring something like below manually and use js/css to enable the tooltip.

Btw, the wordpress link you send is just a grid of image with tooltips, it's not the soundcloud embed grid
