Adding a bordered image to wrap the full height and width of a section.

Hi, 

I am trying to add a custom border to a menu block of my website by inserting a background image to that specific section, but I can't get it to work properly as the image appears to short when I set it to not repeat, and when set to repeat, the top and bottom borders are placed and repeated improperly throughout the menu. Does anyone have any suggestions?
