7.1 How to edit block order on mobile view

Hello,

I am needing assistance with the layout of the site block order specifically for mobile view. For the sake of editing I've hidden and disable this page, refer to my attachments for desired outcome.

Currently desktop view is exactly as intended, however, the block order on mobile POV staggers all the text downwards. Ideally I want mobile to be identical to desktop. 

If you look at the current site I wasn't able to achieve symmetry, hence the site 'name' only being visible in the top left corner. 

Any suggestions or help is appreciated!
