line-height only working to increase line-height, not decrease line height!

I'm using a code block to fine tune text formatting on my site.  Right now I'm trying to decrease the line-height to minimize the space between lines.  I'm finding that when trying to insert text under the following:

<span class=sqsrte-large 
     style="color:#EFEFEF !important; 
           line-height:25% !important;">

the line height doesn't change.  However, if I change it to something greater than 100%, It does increase the spacing.  Any ideas what I'm doing wrong?
