Transparent header and footer

Hi I’ve been searching the internet but have not found an answer. 

I’m looking to create a fixed transparent header and footer. 

For the header, I would like one link on the left, the site title icon in the middle, and another link on the left. 

For the footer, I would like a link on the left, and a link on the right
