font Fonts only showing on computers that have them loaded in, otherwise a default is used. Is this normal?

I have uploaded a hand drawn font using the Custom CSS window which I have done many times on other sites and never had a problem. 

However with the current site I am building, the font is only showing on computers that have the font loaded on to the machine, is this a thing? Has anyone else come across this problem before and knows how to get around it? 

Screengrabs attached 'Latest videos' is a screengrab from my clients computer who is viewing it on their machine, Heading 4 is what it should look like and that's on my machine,
