Making the website avilable only on desktop

Is it possible to make my website available only on desktop? and on mobile just a section that's says 'sorry this website available only on desktop'

Sorry, got to ask.. Why would you want to do that? 

i'm creating my portfolio right now and the mobile responsive is not good enough to show my project.

So desktop in this context is strictly screen size? If so, what is the lowest screen size in pixels you will accept into your site?
