Add HTML file to root directory?

Not in the sense of adding a file to the server in a directory. But there are several places were you can throw in custom code.

Settings > Advanced > Code Injection > HEADER and FOOTER are two of several places. It all just depends on the code you have. These various places don't take straight HTML documents, if that is what you have. The functional bits that you need would need to be cut out, assuming they could work at all.

Without more detail about the document we really can't help very much.

Have you scoured the forums. I have to image that someone else has asked about this topic. You might try facebook ads or facebook ad for the forum search engine.
