Adding an interactive sticky image (7.1 template)

Hey – been looking to replicate something similar to the Site URL I provided (https://serious.business/). They have a specific feature (a smiley face visual that scrolls along with you, and if you click on it, opens up a form).

Is it possible to replicate something like this on Squarespace 7.1? Would love to learn more about how I can possibly code this! I'm also ok with instead of it opening up a form, it directs to an anchor link at the bottom. \

Hey! I think Rache, who runs The Square Stylist has a solution in one of her courses to get you a bit closer. I've been looking for where I saw an animated sticky on scroll feature last time I checked her out but I'm coming up blank.
