Overlaying Text on text or image

Hi, I am designing my website and would love to have this text overlaying over the 'No.1' text as per my design in XD. How can I go about achieving this?

Some ways

1. You can use Poster Blocks with No.1 is image, let's chat is text

2. You can add Text Block, add No.1 + let's chat, then we can give some code to achieve this.
