Change transparent header text, buttons, and icons BEFORE scroll

I've been searching the forums and haven't found a solution for this yet. I want to change the header navigation links color, the button color and possibly the social icons color (if I decide to add them) before scroll, while keeping the header background transparent. Specifically, I'd like to change the following BEFORE SCROLLING: 

-Header Navigation Links from black to white

-Header button background color from black to white

-Header button text from white to black

-Header social icons from black to white on scroll

I'd like to leave the colors the way there currently are WHILE SCROLLING.
