Add heading above 'next' and 'previous' posts on blog

Hi there, would love some assistance on how to add a heading above the 'next' and 'previous' post links that display at the bottom of a blog post? Attached is an example of what I am trying to achieve.

I've managed to add this to a single blog post, but would love for this heading to be viable across all blog posts.
