Limiting characters on specific form block fields

Hello! I am trying to see if it is possible to add custom code in two areas of a form block on my site. 

1. One of the sections is for zip code | Is it possible to limit the number of characters to 5 to mitigate bad captures?

2. The second is for birth date. Is it possible to not allow the form to be submitted if they are under 21 years of age? The entire page has a third party app injected code for age gating purposes but I am looking to also gate this form entry as well.

The validation can be created using javascript custom code, but it will still be frontend validation and can be broken with a tech guy eventually submit the wrong data.
