To be clear, I want rows that have different size sections. I currently have image blocks on the homepage, but you'll notice that they are exactly the same size. I know how to change the image blocks by dragging them, etc., but not how to get the desired outcome (ie - the image below).

Please read the documentation at the link provided to understand how it works. We can then take a look at your issue. In general it goes something like this. Get two images side by side one below. Notice the line block. I used that to try to keep the image below floating up and messing things up. Then with the image on the right. Click it twice and use the resize handle to make it about half height. Now drag the image from below the line up under the half height image. Remove the line and you are closer to the arrangement you want. You may need to fiddle with the resize handle on the half height images to get them even. The next step would be to see if CSS can get rid of the padding around the images. Let us know how the layout part goes. Find my contributions useful?
