How do I get a background image on my store page 7.1?

I've seen this questions asked a few times but with no answer, or none that work for me. There is no tab option for background image when I am editing my store. Attached is the screen shot of my options.

Is it happen randomly or all the time and which page you are editting

I found a work around, which is to use a summary page instead of a shop
