Code a popup schedule/announcement bar?

I'm trying to add an announcement bar/pop-up for our church's site. We want it to specifically un-hide on every Sunday at 8am to about 1pm and then go back to hiding. Is there any way to do this? Custom code? CSS? Can someone help me? thanks!
