Anchor point only working on homepage

Hello all! 

I created an anchor link on my home page. So currently when people click "services" on my navigation bar it scrolls them down the homepage to my services section. 

But say I am on the "projects" page and I want to go back to services (on the home page). When I click the services button from the projects page - it does nothing? 

Is there a way to make it so no matter what page I'm on it will always make it so wen you click on the services  button it will go back to the homepage where the anchor is?
