Can't get anchors to work with Mojave template

I have having trouble getting anchors to work correctly. I created a test page called anchor-test. It involves a button, image and then the code block identifying the anchor.

No matter what I try, when I click on the button it always reloads the page and goes to the top.

The button links to https://www.pointloma.org/anchor-test/#anchortest1

The code block has <h1 id="anchortest1"> This is an anchor test</h1>

I have tried Safari, Chrome, without Ajax

Can someone point out what I'm doing wrong?

Does not work in Safari on  mac or iphone.
