Is there a way to make a window pop up when a user tries to purchase an item  That is a disclaimer/ term of service that they have to hit agree to before that product can be put in their cart? 

You can add a form to the product item that would pop up when the add to cart button is clicked. Something like the following.

For the lorem ipsum I used a line field to get the text in there.

Let us know how it goes.

Might need some CSS to tweak it a bit.
