I'm thinking the issue has several facets.

One is creating PDFs on the fly that have essentially a template and then an element such as a number that is layered on top. This thread from stackexchange may be of use for that. How to add text on top of an existing PDF using JavaScript on a website? There appear to be several language libraries that can do these kinds of tasks. Also some online services I think.

You also need some way to get a unique number and integrate that into the PDF.

Another challenge is getting that generated PDF and adding it into your email process/code.

Hopefully the SE thread will get you headed in a good direction.

Let us know how it goes.
