Changes to <UL> styles having no effect in 7.1... why?

Hi,

I'm trying to edit the style of my footer navigation UL but nothing changes the styles. I have custom CSS set - currently just to test that it works) but it won't change anything! Really frustrating. Would be most grateful if someone could take a look for me!
