Create a second "navigation bar" within a specific page section

I'm basically trying to create a second navigation bar within a page section.


The idea behind it is, when you click on the button/hyperlink other content appears without opening a brand new page.  Let me know if there are any questions on this.  thanks! and I will update this thread with anything I find on the web.

I would only want to Underline 1 navigation item ("Magazine") with 1 non-linked page ("per order"), like this attachment.
