Possible to rearrange the content and layout of a form in 7.1?

i'm sure it's possible but maybe it's just a big pain in the butt. 

i have this form set up like this. 

but I want it to look like this... 

not a deal breaker, but would be so great if I could do this.

On Tablet, the form looks small.

You can add this CSS to increase width
