Remove announcement bar on /cart page

Hello, 

I'm having trouble editing the /cart page. I need to remove the announcement  bar on the /cart page but can't find out how to edit that page. Any ideas? Thanks so much for your help! 

SS does not provide an interface to edit the cart page like you might with a regular page nor any settings.

The only way to change the cart page is to use CSS and/or Javascript.
