Making image block/gallery text read as H1 for SEO etc.

Hi! I have a client with a site on SS 7.0 that I'm working on SEO updates for. Her site is built beautifully with image blocks with text over them (poster image block format), but I confirmed with SS customer support that neither image block text nor image gallery titles/text pull in as headers. I'm concerned about this for SEO and ADA. They suggested custom code to make these titles/texts read as H1 but I'm not sure how to do that, and googling didn't get me very far. Let me know if anyone has any ideas to work around this! I'd rather not move her whole site to 7.1 (no other reason to currently) or sacrifice the lovely design to put header text above or below the image. Thanks in advance!
