Link to Section ID jumping past first photo on mobile

I've created links to unique section IDs. On the desktop layout, there's an image to the left of the text block. The ID is coded into the text block header. However, on mobile, the image moves above the text block so when you click the link, you miss the image.  If I were designing for mobile only, I'd put the image under the text block. But in the desktop layout, that won't work because it should really align with the top and sit to the left. I'm someone with more knowledge and fresh eyes can see a creative layout or coding solution?
