Hi! I got an offer request from a potential client who want's to have this kind of map on her site. At this point I'm trying to search information about how this can be done and how much work it requires? I could then create an offer based on that knowledge.

They take quite a bit of work a whole lot actually and ones I have built for myself don't work with mobile.I think a plug in is the best way to go, and that does have some cost. You buy the bones and flesh it out for your client. Here is one:
