Moving Navigation Beneath a Section in 7.1

Is there a way to move the navigation beneath a section on one page in 7.1? I know how to move it down beneath a banner image but I want to make a collage of images like the attachment. My goal is to have each image be pinnable to Pinterest.

I think moving the navigation would be problematic.

As an alternative have you considered hiding the regular navigation on the page. Then creating a section below your image that mimics the navigation using text blocks?

I used to help a member on SS group on FB, we used CSS position absolute for header/first section on one page.
