Add text block to section, not "Add Section"

Hey everyone, I want to add a text block overlaid on my home page.. I don't get why I cannot. 

On my Home page as linked. I want the text in the Black section moved to be on the photo of the Bus, Above the text that's on there. And have the black section deleted... If this "Portfolio" template is the issue, I'd love recommendations on a similar one that would work, Thanks!

If your bus image is in a section not the header, and you have text buttons you simply edit that section, hover over one of the elements, and an insert button will come up, one of those blue and white + signs,  and add a text block and type in your text. Should be no problem to delete the black section. I tested this on my 7.1 sandbox site. 

The bus is not in the header, but there is no buttons to add text blocks besides adding a new section which I do not want. And yes I can delete the black area
