Add to Design > Custom CSS 

/* text outline */
div#block-yui_3_17_2_1_1613573666511_9231 h1 {
    color: black;
    -webkit-text-fill-color: white;
    -webkit-text-stroke-width: 1px;
    -webkit-text-stroke-color: black;
}
