Change Hover colour of button

Hi, 

I have tried lots of different code I have found online but it still doesn't appear to be working. 

I am trying to get the hover colour of the buttons across all of the site  and newsletter sign up buttons (including the header and footer) to turn #AF1D00 and keep the white text. 

Please could someone help! It would be greatly appreciated!

do you also know how to get an announcement bar that colour as well? I am having trouble getting that to work?

I am also trying get the hover colour  on the pop-up promotional banner but I can't seem to get it working. 

Any help would be greatly appreciated!

Can you enable announcement bar & promotional popup? I don't see them here.
