custom code not working

so not having much luck today - second bit of code from a recognised source not working for me - can someone point out my error on this code for customised quote block? it does not seem to work. im using a quote page in 7.1 and have tried adding quote block too and it does not look any different. im just cutting and pasting it as directed -

fixed issue - there was a problem at the top of the code box, but I now have syntax error on line 28

Can you take screenshot Line 28? We can check easier

i got this one to work apparently it was not converting well from being pasted from pdf. Thanks!
