7.1 - Is there a way to get the announcement bar to show up underneath the header or reduce the text size on mobile only?

I'm trying to get the mobile version of my site to look a little bit better. Right now, when you click "x" on the announcement bar when on mobile, there's hardly any space between the logo and the top of the page. So if it's possible, I'd like to figure out how to:

a) get the announcement bar to pop up underneath the header only when on mobile

b) reduce the size of the text in the announcement bar only when on mobile

c) if that can't be done, then it would be great to figure out how to add additional padding to the top of the header when on mobile and the announcement bar is closed.

I appreciate any help on this!
