Inject summary block on top of blog page

Is it possible to inject a carousel summary block with only featured posts at the top of the blog page? Would be nice to be able to do that instead of having to add a new section.

Do you want to do this on the blog page proper (index) or an individual post?

For the blog page proper you can add a new section above the blog section and add a summary block there.
