Background Image / Full Bleed - Cropping instead of shrinking BEFORE the responsive mobile break point.

If you look at the linked page you can see the image below the primary banner (filmstrip of the brick and mortar store).

This image is starting to crop on the left and right well before a tablet or mobile responsive break. Instead, I'd like it to reduce in size so that the entire image stays on screen up until the mobile break point. More fluid than responsive, if you will. Does anyone have a tip or css code to support this, it's driving me nuts! 🙂
