downloading image from desktop to my site appears as draft

Editing my site. I am  loading a new image from my folders

and when appears in my website folder it appears as draft therefore, 

i can't add it to my site.

how can i load it without being a draft and be able to use it.

Where are you putting this image? On a page, blog post?, or does it say draft in the media panel? Also is this a 7.0 or 7.1 site? Usually you change the status this way:

When you go into the image settings panel  there is a  'Content' section and then there is a Status that you need to change from Draft to Published.
