Custom CSS: Double Scrollbar, Image Tilt, Index Page Locking

Hi,

Trying to see if it's possible to duplicate some of the features on this site:

1. The custom progress/scrollbar on the right hand side - it seems to be a custom image, that changes as you progress to different index pages?

2. Am sure it's simple code but haven't been able to find - most of the images have a "tilt" rotating effect that adds some much needed movement to the page.

3. Not sure if it's just my imagination but the different index page sections seem to "snap" or "lock" into place giving the site a nice, clean, organized feel.

Any thoughts/tips/links/tutorials that you can point me to would be much appreciated!!
