Fixed transparent footer

I’m new to 7.1 And I would like to have my social media icons (insta and Twitter) floating and fixed on the bottom right side of my website at all times. So essentially a fixed transparent footer. The only problem is every time I put in css the footer it refuses to change from its “theme color” instead of changing to my css color. Still trying to understand this theme color situation.

Is there a way to make the footer fixed and transparent? (I was also thinking of having this dorito gif float on the bottom left corner of the site - hence that random dorito png lol)

You can add a Social Block on Footer, then let me know. We can give the code to make it float on right side
