Adding an image over the top of an index page

Hi everyone, 

I was wondering - it is possible to place an image or gif over the top of an index page. For example, this is my site: www.katepullendraws.com, could I overlay daisies or something that sit on top of the index images/logo etc and stay put while you scroll/don't interact with anything else on the screen? Similar to how Beci's name sits on top in her website: http://beciorpin.com/.

You can upload a gif file and update the url() of this snippet then add it into Design->Custom CSS .mobile-logo-image a, .logo-image a { background: url(https://i.ibb.co/xfrLC3S/810.gif);

.logo-image a {
    background: url(https://i.ibb.co/xfrLC3S/810.gif);
    background-repeat: no-repeat;  
        background-size: cover;
}
