Transparent Header, with background when scrolling down

Following some of the customizations in this forum I made my header transparent in the home only, however I want for the header to show as I scroll down because is hard to read, I used the following code:

/* homepage header transparent */
.homepage header#header {
    background: transparent;
}

Add this under above code

header.shrink .header-announcement-bar-wrapper {
    background: green;
}

Do you want to change nav items, social icons to white on homepage only?
