How can I add snap scrolling targeting 1 page

I am looking to add 'snap scrolling' to this page, so that when the user scrolls down the page 'locks' (snaps) into to the section as they approach the next section.

I am a total non coder, so please be literal and hold my hand as much as you can to get me through the coding.

Again, looking to appluy this affect eventually to only the home page.
