How to change mobile information bar CTA's

I currently have both of my CTA's (Request Info and Apply Now) fixed in the header of my website, but on the mobile site, the CTA's are compressed and pushed to the hamburger navigation button. As a result, I've looked into adding the mobile information bar to the mobile site. However, I'm not able to create a custom field or CTA in the mobile information bar. Is there a way to edit the CTA's in the information bar to add whatever CTA I'd like to use?

You can add 2 buttons side by side on footer, then we will give the code to move it under mobile header. 

It will allow you to edit more easily.

OK, we currently have 2 buttons in the header and we'd prefer those same 2 buttons to appear in on the mobile version. I can go in and add the same 2 CTA's in the footer, but it would be redundant as our current header is sticky navigation and follows you the whole way through the page except on mobile.
