Changing the redirect URL for 'read more' button on summary blocks

Hey! I've got a summary block for a slider on my header and I'm trying to get the 'read more' button/link on the summary blocks to redirect to a page versus the blog post. I have the title figured out, and even on the blog post I have the 'read more' link set to the redirect, but for some reason I can't figure out how to get the summary block's 'read more' to do the same.

Any tips or ideas?

Also I see announcement bar overlap burger icon. You can add margin top with this CSS

Also, the footer on tablet doesn't look good. If you need to fix, we can give the code.
