Building Navigation Menus for each page individually

I'm building a website for my client (link attached) and it will be in two languages - English and French.

Since I have built the landing page, I'd like to hide header elements and instead just have the logo and shopping cart/socials at the top (as currently exists, but without being a header sticking on every page).

Is it possible for me to build two separate menus - one for the English pages and another for French pages? I'd also like to make it a dropdown navigation if possible.
