Is there somebody who knows a way to add page ABOVE the homepage?

Hello all,

I would like to be able to go UP from the homepage. 
Is there a way to achieve this?

PS: Imagine a horizon and ultimately the visitors should be able to choose if they scroll up into the sky, or down where the website follows. 
As I am using the Burke template, I'd also need to figure out how to smooth the (parralax ?) scrolling. 
(right now im experimenting a 2part banner pic)
 

The only way I can think to achieve something like this would be to have you homepage link to an anchor partway down the actual homepage and then scroll up to the start of the actual page.....

Thanks very much Gregg.  That's a good idea, however would that slow down the loading, no?

It should not make any noticible difference.
